Most people in the world of quality are aware of the acronym CTQ which stands for Critical to Quality.
Explain: Origin. Bill Smith Motorola?
It means different things to different people depending on what they consider makes a “quality” product or service. In the context I am speaking of I would like you to consider the following definition: Attributes, of a product or service, whose lack or unreasonable degradation leads to a poor quality perception of the product or service.
This is useful definition from a end user perspective but let’s say you are an engineer trying to define CTQs for a component on a product and you realize that some things that are important to you will have no impact on the customer. So are those things CTQs? My suggestion is that you have to answer the question at its level. For example,

The ensuring of these attributes creates a safe, effective, reliable, quality product.
